Which folder do you want to submit to? 
For most of them you look for the plus(+) sign and click on that.

Ah, sorry. I have to wait for Waking to unlock it. For now, how about you put it in the Gen 3 folder, and I'll see if I can move it to the POTW folder? If I can't, I'll just wait until it's unlocked.~
